Adirondack Regional Airport PFC Application

The Town of Harrietstown, owner of the Adirondack Regional Airport, seeks to apply for a new PFC Application that will amend its existing PFC application for the following two projects, and continue the maximum PFC allowable of $4.50 per enplaned passenger. The Town anticipates collection on this application to begin immediately upon approval by the FAA, at which time the existing PFC application will be closed, and any monies collected will be applied to this application’s project. The total revenue to be collected for the new project in this application is approximately $315,000. The expiration date for this application is estimated to be March 2035. Terminal Parking Lot Rehabilitation (Project 3.1)

Project Cost approximately $460,000, funded with PFC revenue ($4.50 level) The Airport’s airport loop road was constructed in 1979 with the interior non-revenue parking lot constructed between 1994 and 2002. The entire area was last rehabilitated prior to 2008 as determined from best available record plans. The parking area is very light duty pavement structure that is raveling and leading to excessive loose aggregate, especially in winter during snow removal operations. These conditions create a safety hazard for the passengers. The proposed project seeks to rehabilitate this parking lot to improve the safety of the parking facility for the passengers.

The primary project elements include milling the top 2 inches of asphalt, for an area of about 34,0000 SF, installation of storm sewer improvements to improve drainage, including the replacement of the oil/water separator and associated piping, as recommended by the NYSDEC, installation of new electrical conduit for future electric charging stations (the wiring and charging stations are not part of this application), installing 2 inches of new asphalt, new pavement markings and installation of new handicap signs. The proposed improvements will be phased to maintain operations while under construction. PFAS testing for millings and drainage will be included in the project.

Overflow Parking Lot Improvements (Project 3.2)

Project Cost approximately $90,000, funded with PFC revenue ($4.50 level) The existing overflow parking lot is immediately south of the paved parking area in PFC project 3.1. This is the only area that can accommodate additional parking for the terminal area. This area has an asphalt road along the south and west edges with existing gravel parking area inside. The 16,500 square foot gravel area will receive an additional 4 inches of crusher run gravel and be leveled to further stabilize the parking area to accommodate automobile traffic with less rutting, resulting in less maintenance needs. Since the airport has a presence of PFAS, appropriate testing for the new stone is included.
